That's a good point in theory. In practice, they rarely have a stance up that frequently. Lets not forget; if these were good players they wouldn't be using a toucher in the first place. No need to waste skill slots on the off-chance you might need to "counter" a toucher.
Doesn't matter anyway, cripple them and move on. They're a waste of time and can be countered by simply staying away from them. The only thing that might make them remotely hard to kill is if the rest of your team is retarded and stands still for them.

Apply poison--> Cripshot--> run away --> fire arrows back to degen it to death
You might wanna tell ur teammates to move out of the way tho so the toucher can't stop and gain health.

With my noobness in PvP, in the few matches I played in AB distracting shot can screw up their momentum in self heal and such. With the other suggestions given by the others, R/N will definitely not be a problem unless you really want it to fail.
If you remove their stances and keep them crippled, you can even finish them of with "needling shot" which combines well with dazed casters below 50% or use it on high armor foes below 50% since it's armor ignoring damage.

going against a team with 4 touchers in RA/TA can be scarry as you cant keep them all crippled and poisoned.
also if its in TA than they probably have some clue and will have Dodge+Zojun's+Whirlind
and if they're even smarter they'll bring dual reduce cripple 20%
but hey, all that is just hypothetical. most touchers go solo and are just N00Bs...

How does a Ranger stop and kill a toucher?
Force the toucher to overextend into your backline. Then control his movement with Crippling Shot and Apply Poison. It helps, if the toucher is close, to weapon swap to your short bow then cripple him since it has a faster attack speed. Next tell your teammates to spike the toucher while you're crippling the enemy's monk. Finally, when your team reaches said toucher, interrupt him. Your monk should be keeping your teammates clean of blind while they are controlling him. You then have a dead toucher.

yes it has a faster attack speed but it also has a longer flight time then a recurve. Lower flight time is what you want when delivering moves like crip shot.

If I went AB and any Rangers on my side brought cant touch this, I'd rage quit. If anyone else wants some more bad ideas, try running Diversion on your R/mes just for touchers...Don't ever even use it on a monk.

Flight time is not as important as movement position when the Toucher is on top of you. The arrow will connect and you will be able to flee easier. Short Bows are best used against Melee ranged targets. If someone keeps missing with a Crippling shot at near melee range, they fail at the Ranger.
